Andalusia Claims Its Rights in the Housing Plan Without Giving Up the €1.200 Million

The Junta de Andalucía continues its confrontation with the central Government regarding the State Housing Plan 2026-2030, while stating that it will not give up the funds allocated to the community. Minister Rocío Díaz emphasized that their legal conflict does not imply a surrender of the €1.200 million that belongs to Andalucía.

Díaz expressed her stance during a visit to Lupión (Jaén), where she oversaw the construction of eight protected homes. When asked by reporters about the conflict, the minister made it clear that raising the issue of competences does not mean that Andalucía is giving up the money earmarked for housing. The Andalusian Government argues that the regulation of the plan does not respect the distribution of competences defined by the Constitution and the Statute of Autonomy.

Regarding the funding of the program, the minister emphasized that the €7.000 million announced for the State Housing Plan does not come exclusively from the central Government, stating that “the Government of Spain does not put €7.000 million” into the plan and that its contribution is “almost half.” According to Díaz, Andalucía is entitled, based on population, to nearly €1.200 million, of which 40 percent will be provided by the Junta.

Díaz highlighted that the community plays an essential role in financing the program and that the conflict raised with the State should not be interpreted as a rejection of the resources allocated for housing. “That does not mean that we have given up that money. Quite the contrary,” she asserted.

The Junta de Andalucía has already begun preparing the necessary steps to implement the aid. Díaz indicated that her department has sent the collaboration agreement to the Ministry and is reviewing this agreement to be able to sign it in the coming months and launch the aid, which will come from both the Government of Spain and the Junta de Andalucía. “We have multiplied by six the funds we included in the previous plan,” she added.

The funds from the State Housing Plan 2026-2030 are intended for autonomous communities to launch new public policies in the area of housing. With a total investment of €7.000 million until 2030, the plan aims to improve the supply of affordable housing and is based on three fundamental lines: more construction, more rehabilitation, and more protection. The Ministry of Housing and Urban Agenda began in August the transfer of €800 million from the plan to the autonomous communities, marking the beginning of its implementation.

The plan also represents a shift in direction from previous policies, seeking to ensure that public investment in housing has a lasting impact and preventing “not a single euro more from being allocated to housing that may be privatized in the future.”
