A vehicle accident involving former congresswoman Kelly Portalatino and a cyclist occurred in Lima, resulting in injuries to the cyclist. The incident took place on Pacasmayo Avenue, in Cercado de Lima, on September 1.
The video of the collision, broadcast by Canal N, shows the moment Kelly Portalatino struck Fran Ronny Espinoza Mahurtua, 48, with her truck while he was riding an electric bicycle. According to medical reports, the cyclist suffers from a fracture of the sacrum.
The images show both vehicles attempting to start moving at the same time; Portalatino advanced while Espinoza reversed with his bicycle. The impact resulted in the cyclist falling onto the pavement. Espinoza’s mother claimed that her son was parked when Portalatino hit him, suggesting that she may have been distracted by a cellphone.
Neighbors who witnessed the incident indicated that they called the authorities after hearing Espinoza’s screams. Rescue personnel from the Municipality of Lima transported the cyclist to a clinic, while Portalatino was seen walking around the area observing the situation.
According to the police report, Portalatino indicated that she felt “a slight rub on the right front tire” of her vehicle, which is why she stopped. A witness recounted seeing the police arrive at the scene after the accident.
The former parliamentarian, who also served as Health Minister under Pedro Castillo’s government, was arrested in the act at four in the afternoon on the day of the incident. An alcohol test was conducted on Portalatino, which returned negative.
Espinoza’s family arrived at the police station, and his mother expressed concern over Portalatino’s lack of accountability, as she had sent a lawyer in her place. The Public Ministry has opened a preliminary investigation against Portalatino for possible negligent injury.
On her X account, Kelly Portalatino responded about the incident, assuring that she offered assistance to Espinoza and guaranteed his transport to a clinic. She denied any attempt to obstruct justice, claiming to have cooperated with the authorities from the beginning, in addition to asserting that she had reached an agreement with the cyclist.
