The national government has implemented a new scheme regulating public communication by ministers and high-ranking officials. This directive, signed by President Abelardo de la Espriella, aims to ensure that official information is conveyed accurately and through the appropriate channels.
The directive establishes that personal social media accounts of cabinet members cannot be used to make official announcements. Furthermore, any interview or statement to the media must be coordinated with the Presidency of the Republic. This measure applies to ministers, directors of administrative departments, managers, and legal representatives of all entities of national order.
The primary objective of these regulations is to ensure that the public and the media receive verified and accurate information. The decisions and actions of the state will be communicated exclusively through institutional platforms, avoiding the use of private profiles. In the issued document, it is emphasized that “the personal accounts of public officials will not be a primary channel or official source for announcing decisions, measures, policies, figures, results, or official information related to the national government’s management”.
The government based this decision on Law 2345 of 2023, which attributes the profiles used for institutional spokespersons to state entities, prohibiting the use of public funds to promote or manage content on personal accounts of employees or contractors. Additionally, the new directive redefines relations with the press, establishing that any member of the Executive wishing to give an interview must manage the prior request with the Secretariat for Communications and Press.
This coordination is strictly mandatory, especially in situations of high national impact, emergencies, or public order disturbances, where central communication will be carried out by the Press Secretariat of the Presidential Palace. The new guidelines include principles such as transparency, veracity, and respect for press freedom, and state entities must enhance their attention to journalists and update their platforms to respond to public information requests.
The new directive nullifies Presidential Directive 03 of April 2026 and seeks a unified model so that the Espriella administration is expressed with a single institutional voice and through state channels.
